Summary
Owen Young came up with this plan, finding that the Germany reparations were far too high to actually pay off. He wanted to lower the reparations by 3/4 and decided that the payments would be annual and made on a scaled model. The Germans, naturally, hated this idea. They were still bitter from the idea of taking full responsibility for the First World War. When Hitler comes into power, he stops all of the clauses involved with the Paris Peace Treaty.
